EMA encourages all of its members to actively assist the Association in pursuing its government affairs objectives.
All interactions with government officials involving the name and the authority of EMA shall be consistent with EMA policy and conducted in accordance with the highest professional standards.
In matters that are clearly related to the public policy priorities of EMA, EMA chapters, members and staff should not take action or express views on specific legislative or regulatory matters that can be attributed to EMA without first obtaining proper clearance. This view is based on the recognition that, in spite of assurances to the contrary, some actions by individuals or groups associated with EMA might be misinterpreted as representing EMA.
Therefore, the EMA President or a designated representative should be informed in advance of any proposed statement, letter, or other form of communication with government officials that uses the name of EMA. Such notification will permit EMA management to review such communications for consistency with EMA's objectives and policies.
Stationery bearing the EMA name or logo should be used with discretion in government affairs activities. Correspondence on such stationery should clearly indicate the origin of the opinions expressed. EMA stationery must not be used by EMA members acting as individuals when corresponding with government officials.
EMA members who are providing assistance to government officials should become informed about the legislative and regulatory process and how to communicate effectively with government officials.
EMA members concerned with public policy matters are encouraged to keep in touch with EMA's Government Affairs staff. Members undertaking to officially represent EMA before government officials should always inform the Vice President of Public Affairs of pending visits with officials and should inform the Vice President of Public Affairs of the results of such meetings.
EMA also recognizes and encourages the individual expression of opinion on proposed legislation and regulation. When speaking in an individual capacity, members should take all reasonable steps necessary to ensure that any expressed views are understood to be those of the individual and not of EMA.
